Only vehicles that can't be customized at Benny's are the new weaponized ones, not sure exactly why. And it's universal, you can customize every vehicle that can fit inside, even add-ons. It's not quite the Online experience but if you want to be able to customize Benny's stuff without using a trainer, this works perfectly.
